Chapter 8 Temporal trend in Police Misconduct cases against civilians in NYC.

The number of cases against NYPD officers is on the rise with abuse of authority increasing at a worrying rate.

  • Large increase in complaints against all officers from 2000 to 2007

  • White Officers have consistently remained the biggest group receiving complaints against them.

A decreasing trend over recent years show some signs for positive change in police.

Though it must be noted that the decrease over the very recent years (2018-2019) can be attributed to the large number of cases still under investigation and hence missing in the dataset.

The rate of increase of complaints by blacks saw a massive increase between 2000-2007. While the rate has stabilized after that the number of cases reported still remain very high.

From 2011, more cases were substantiated than exonerated. This is a step in the positive direction

Unsubstantiated cases are on a decreasing trend while no of substantiated and exonerated cases are increaseing in recent years showcasing positive action by City’s Civilian Complaint Review Board (CCRB)

Exonerations are significantly higher for black complaints. This can be partially due to higher use of force cases by blacks which have a higher rate of exonerations
